Every Californian deserves safe, reliable, and affordable water.

About us

All Californians deserve safe, reliable, and affordable water.

We help to ensure this is possible for communities across the state every moment of the day. We are regulated drinking water providers, which means we are privately owned but publicly regulated.

We take that responsibility seriously. Our purpose is to ensure that the over 6 million Californians served by regulated drinking water providers can depend on their tap water today and for generations to come.  Every investment we make is about maintaining the trust placed in us to deliver a public essential service.

The Foundation of
California’s Water

Affordable Water

When it comes to water, affordability matters. Regulated drinking water providers work to ensure quality and long-term reliability while balancing the costs of aging infrastructure investment, evolving policy standards, and a changing climate. We utilize customer-focused rate structures that encourage water conservation.

Regulated Water

Every decision made by regulated drinking water providers  is guided by our customers. We operate with stringent oversight and a transparent rate-setting process in California. Investments, infrastructure projects, and rates undergo rigorous regulatory review with transparent, public hearings. This process ensures water systems remain safe, reliable, and built to serve communities responsibly—today and for generations to come.

Water's Economic Impact

Investing in water systems means investing in people. Regulated drinking water providers support stable careers, local businesses, and skilled workforce development across California. These investments strengthen infrastructure while driving economic activity—helping communities stay strong, connected, and prepared for the future.
